Black, Puerto Rican lawmakers to hold February conference If you are in Albany on Saturday, February 16, stop by the Empire State Plaza concourse and visit PEF’s booth at the 31st Annual Conference of the NYS Association of Black and Puerto Rican Legislators Inc. The conference opens February 14 and ends Sunday, Feb. 17.
