E. Board sends Oswego county contract team back to the table

A special session of the PEF Executive Board was held January 10 in Albany to consider a tentative agreement in the Oswego County contract talks.

PEF President Roger Benson said he called this special meeting because of an unusual concession in the tentative agreement which he felt might adversely affect negotiation of other bargaining units represented by PEF, now and in the future.

PEF Director of Labor Relations Roger Scales explained the situation and Linda Nagel — council leader and contract team chair for PEF Division 512 at Oswego County — explained her negotiations strategy.

After board members’ questions were answered and the issue was debated, the board defeated a motion to accept the contract and send it to Division 512 members for a vote.

Instead, the board sent the bargaining team back to the table.

And the board adopted a motion to explore filing an improper labor practice against Oswego County and to seek as a remedy $2,000 per member.

The board also discussed the implications of changes being made by the state Department of Civil Service to its policies regarding the Promotion Test Battery.

Robert Montalbano was sworn in as a new board member filling an unexpired vacancy in a seat representing members at the state Office of Mental Retardation and Developmental Disabilities.
