Before the PS&T Contract funding for professional development ended April 1, PEF
and the Governor’s Office of Employee Relations (GOER) offered a special program
for PEF members in mid-level management positions to develop their managerial
potential.
A total of 86 PS&T members in grades 25 and higher from 20 state agencies
completed the Management Development Program. They were selected from more than
100 applicants.
Divided into two groups, they participated in two, intensive, three-day sessions
between September 2006 and March 2007. The program focused on current managerial
concepts, practices and trends. Participants also learned how to assess their
own working styles and “emotional intelligence” in the workplace.

One participant — PEF member Mike Savery, a mental retardation policy
development specialist who works in Albany — said he found the emotional
intelligence part very interesting.
“I discovered that my style is the exact opposite of someone with whom I work
regularly,” Savery said. “The training helped me understand how I think and
operate differently from other people, which is helpful to know because I
coordinate several policy development work groups. And, I learned how to develop
‘political savvy’ for working with groups of people.”
The training also covered issues related to managing diverse groups and how to
work collaboratively with people from other departments, agencies or outside
entities.
According to PEF Director of Human Resources and Education Cliff Merchant, each
participant designed and implemented a project at their own agency, using the
tools and insights they had gained through the program.
GOER reports, “The MDP Team was greatly impressed with the quality of
participants, their creativity in developing projects, and their ability to
accomplish a great deal in a short period of time. The evaluations revealed that
the participants found the program to be highly valuable for their professional
and personal growth as managers.”
“I found it very positive, very useful,” Savery said. “It should look great on
my resume and what I’ve learned is already helping me work more effectively in
my present position.”
