You
can now access NYS DCS eligible lists online
Want to know how you rank on a state civil
service eligibility list for a promotion? Finding out just got much easier.
In May, state Civil Service Commissioner Nancy G. Groenwegen announced a new
Web site that offers the persons taking state civil service exams instant
access to the statewide lists of eligible candidates once the lists are
established.
“The Eligible List Management System (ELMS) that the Department of Civil
Service (DCS) is implementing has many features that will save state
agencies staff time,” Groenwegen said. “People who pass Civil Service
examinations will encounter a much more user-friendly system for checking
their rankings and scores on an eligible list.”
PEF President Ken Brynien thanked Groenwegen and DCS for the innovation.
“We applaud the Department of Civil Service for its efforts to make eligible
lists more easily available to our members,” he said.
ELMS Online allows you to search for information by an eligible list’s
number or its name. Or you can search by job title to find out what eligible
lists can be used to fill positions within that job title.
According to Groenwegen, an individual whose name appears on an eligible
list(s) can easily create a Civil Service ID and password to access specific
information about their eligible list status.

Test takers will continue to receive written notice of their scores and
rankings once a test has been scored and a list established. Under the old
system, however, job candidates who wanted to see the entire list were
required to submit a written request to DCS. Members can also ask PEF.
“ELMS Online makes immediately available to job candidates and human
resource personnel 2,084 current eligible lists,” Groenwegen said. “This
represents an enormous improvement in convenience and savings in staff time.
This project was largely the work of our own staff and we’re very proud of
the outcome.”
