PEF supports Rockefeller drug law reform, but the current proposal
is unbalanced.

PEF represents thousands of substance abuse counselors, parole officers, and health care professionals who treat and supervise drug abusers subject to the Rockefeller drug laws.

We believe that these laws resulted in unnecessarily long sentences, did not provide appropriate treatment, and have not achieved the goal of reducing drug abuse.

To make a significant impact on the state’s drug problem any reforms must include the following:

• Increase the number of state-operated and community-based drug treatment programs and residential beds in correctional facilities, the Willard Drug Treatment Campus, and the Office of Alcohol and Substance Abuse Services.

• Provide incentives for drug offenders to participate in treatment programs by continuing rehabilitative sentencing, parole release, and supervision.

• Require specialized, intensive parole supervision for drug offenders, including mandatory drug testing for at least 18 months following release into our communities.

• Reinstate comprehensive drug treatment programs in all maximum-security correctional facilities.

Strike the right balance between drug treatment and jail time. Enact real drug law reform.
