let federal budget bills shortchange Empire State
The state Legislature was in such a hurry to adjourn on
time for once, that it left Albany in mid-June with many
bills still hanging fire.
Nevertheless, 11 bills that PEF supported were passed by
both the Senate and Assembly.

Among the most important bills which passed both houses
and will go to the governor later this year are:
S5520/A8996 which would establish a temporary
state commission to study the future of the Institute for
Basic Research on Staten Island, which PEF fought
successfully this spring to save from the state budget
ax;
S5433/A8141 which would amend the state Civil
Service Law to require the state to give employees at
least 60 days notice before laying them off or abolishing
their positions;
S3234/A7865 which would amend the state Civil
Service Law to extend the validity of civil service
eligibility or preferred lists during periods of
employment restrictions such as a state hiring freeze;
and
S5472/A8368 which would amend the state Civil
Service Law to increase the maximum leave of absence to
two years for employees injured by an on-the-job assault.
Another 27 PEF-backed bills were passed by one house or
the other. These bills will remain alive as numbered and
may be taken up again when the Legislature reconvenes.
