Governor vetoes civil service bills

The governor vetoed three bills this summer that PEF supported.

On August 19, Gov. George Pataki vetoed an amendment to the state Civil Service Law that would have extended the validity of civil service eligibility or preferred-list status during periods of restriction such as the state hiring freeze.

Another amendment to the Civil Service Law was vetoed a week later. This one would have required the state to notify employees at least 60 days before they are laid off or their position is abolished.

And on September 17 Pataki turned thumbs down on legislation that would have guaranteed state employees the right to be represented by an attorney or other union representative during investigations that might lead to disciplinary action.

The governor did allow a two-year extension of agency-fee provisions for public-employee unions under the state Taylor Law to become law in August.

Two additional bills of interest to PEF have been delivered to the governor for action. One extends for 15 years the authorization for the Division of Minority and Women’s Business Development in the state Department of Economic Development. The other would increase the leave of absence allowed for state employees injured on the job from one year to two years. — Sherry Halbrook
