Albany Housing Authority members ratify new pact

PEF members at the Albany Housing Authority (AHA) ratified a four-year contract with the city in November.

Members who voted for the pact were pleased with the wage increases in the contract that runs from July 1, 2003, to June 30, 2007.

The 28 Housing Authority members will receive two retroactive raises of three percent from July 1, 2003, and 2.75 percent from July 1, 2004. On July 1 of 2005 and 2006 they will receive 2.5 percent pay hikes.

“It worked out to our advantage,” said PEF Division 503 Council Leader Gary Simmons. “We surprised people with the deal we got.”

“I feel good about the agreement because we did well on the money,” said Pat Purcell, another contract team member. “The contract also left intact the health insurance benefits.
“We researched the revenue stream, knew the amount of money coming in, and the actual expense level of the city. We were realistic in our expectations,” Purcell said.

Health insurance was the issue that kept the bargaining team at the table for approximately 18 months. A modification of the current health insurance plan affects employees who are hired on or after January 1, 2005. They will have to pay 15 percent of their health insurance premiums.

Employees hired on or after January 1 who retire with 10 or more years of service will be able to continue their health insurance by contributing the same percentage.

Along with Simmons and Purcell, the PEF contract team included Nadine Aronson. PEF Field Representative Tom Capone was chief negotiator. — By Deborah A. Miles
