Professional Development - Contact PEF EDUCATION DEPARTMENT
Article 15 of the PEF/New York State Collective Bargaining Agreement establishes the Professional Development Committee (PDC), as a joint PEF/GOER Labor Management Committee and provides funding in each to the contract years to address professional development issues. The PDC meets to research, review, discuss and implement programs to address professional development issues of the PS&T Bargaining Unit. The committee has implemented education and training opportunities for the PEF membership such as the interim College Tuition Reimbursement (CTR) Program, PSTP Voucher Program, the Voucher Alternative Program, the Workforce Initiatives Program, and a variety of career enhancement, management and supervision workshops under the Work Force Development Opportunities Program. The Director of Human Resources and Education provides support staff and technical assistance to the PEF members of the Professional Development Committee and can be contacted by PEF members for additional information and assistance.

2004 – 2005 College Tuition Reimbursement (CTR) Program AND VOUCHER ALTERNATIVE (VALT) PROGRAMS

Starting with courses in session on September 14, 2004 or courses commencing between September 14, 2004 and March 31, 2005, the CTR Program will provide tuition reimbursement to members pursuing a college degree. Members are eligible to receive up to four reimbursements of $600 each to reimburse for college tuition costs. 

The modified VALT program provides reimbursement for non credit bearing coursework, workshops for continuing education credits required for licensure, professional development workshops and a number of other job/career related courses.

PSTP VOUCHER AND VOUCHER ALTERNATIVE (VALT) PROGRAMS

Starting with courses commencing after April 1, 2005, the Public Service Training Program (PSTP) Voucher Program will provide tuition support to members pursuing a college degree. Members are eligible to receive vouchers that are accepted by participating colleges as full or partial payment of tuition costs. Watch for an announcement of this program in 2005. 

The VALT program provide tuition reimbursement for college courses taken a non-participating colleges, non credit bearing coursework, workshops for continuing education credits required for licensure and a number of other job/career related courses.

PSWP WORKSHOP PROGRAM:

The Public Service Workshop Program provides professional development workshops targeted to various professions across agency line at not cost to the member. This program is designed to maintain and increase the professional competency of PEF- represented employees working in professional, scientific, and technical service areas and to enhance their preparation for promotional opportunities. This program is under development. Watch for additional information in mid to late 2005.

 

 

THE WORK FORCE INITIATIVES PROGRAM:
The Work Force Initiatives Program is a cooperative labor/management program designed to address training needs of agency employees. An agency labor/management committee works together to identify, develop, implement and evaluate training programs that address skills needed within the agency work force. Projects funded by this program must address specific employee education or training needs due to new organizational objectives; impact of agency reorganization on employees; or changes brought on by technological advances. Watch for an announcement for this program in 2005.

 

 


The Work Force Development Opportunities Program:

The Work Force Development Opportunities Program provides a variety of workshops for New York State Employees represented by CSEA and PEF, or designated M/C employees, to provide opportunities for New York State employees to improve their job skills and broaden their professional horizons.

The New York State Resource Information Center

This employee Resource Information Center (RIC) is hosted and maintained by the New York State Governor's Office of Employee Relations. RIC was developed as a project of the New Technologies for Workplace Learning (NTWL) initiative which promotes the use of technologies to bring information and learning to the State's work force. The NTWL team included State agency and union representatives who provided general direction for the development of RIC.
