PEF gives new Albany parking bill thumbs down

The city of Albany is once again trying to push through a residential-parking-permit system that has been introduced in the state Legislature, but PEF is pushing the proposal to the curb.

The city has tried unsuccessfully for years to implement a permit-parking system in downtown residential areas but, year after year, the bill fails to pass the state Legislature. This year’s plan has two new components: it calls for a two-year pilot program and sets limits on the number of parking spaces reserved for residents to 2,700 of the 9,000 available within a one-mile radius of the Empire State Plaza.

“It’s unacceptable,” said PEF Region 8 Coordinator Lou Matrazzo. “The plan lacks details. It’s like expecting someone to sign a contract to buy a car before the dealer tells you the price.”

The Albany Common Council on June 6th approved a “home rule” resolution, asking the state Legislature to support the pilot program, but Matrazzo said the bill should be defeated. “We continue to be open to conversations with the city, but the mayor really needs to show more leadership before we can move forward.”

Matrazzo said the proposal doesn’t address the need for better peripheral parking, mass transit subsidies or the anticipated reopening of the Alfred E. Smith Building.
The Albany parking bill passed the Assembly but not the Senate.
