PEF: Hands off NYS Museum, Archives, Library

 
The state Executive Budget again proposes to transfer the state Archives, Library and Museum from the state Education Department (SED) to a new public-benefit corporation, to be called the NY Institute for Cultural Education (NYICE);

When he addressed the state Legislature in January to present his Executive Budget proposal, Gov. George Pataki called for increased accountability for state services. 

However, his budget proposal to create the NYICE would have the opposite effect, by moving these important educational resources into another shadowy public benefit corporation within the state Council on the Arts. 

PEF again opposes the creation of this new agency because it would be beyond the direct gaze of public scrutiny and legislative review, undermining the democratic process of checks and balances established in the state constitution to protect New Yorkers and the tax dollars they invest in state government.

The Executive Budget also would transfer most of the adult services of the Vocational and Educational Services for Individuals with Disabilities (VESID) from the SED to the state Labor Department (DOL).

PEF also opposes this move as a needless disruption of services and staff that won’t gain any efficiencies for the state. VESID is an educational program, and should remain with SED, where it logically belongs. (See related DOL article)  — Sherry Halbrook
