PSTP Voucher and VALT Programs curb tuition costs
By DEBORAH A. MILES
If you plan to attend college within the next two years, $3,600 in financial assistance for tuition is available through the Public Service Training Program (PSTP) Voucher Program.
The PSTP is funded through Article 15 of the PSTP contract for members eligible to earn leave accruals and including those at Roswell Park Cancer Institute. It provides employees with up to six $600 vouchers in each fiscal year. Employees may apply for and obtain a voucher to pay for all or part of tuition for courses at a PSTP participating institution.
“The program funding helps employees take college refresher courses, update job skills, or pursue degrees related to career mobility or professional opportunities,” said Cliff Merchant, PEF director of human resources and education.
Vouchers may be used toward tuition costs for an associate’s, bachelor’s, master’s or doctoral degree. Employees in undergraduate programs may use one voucher per course; employees in graduate level programs may use two vouchers per course.
Another professional development benefit is the Voucher Alternative (VALT) Program, also available through the Joint Professional Development Committee (PDC). It is a reimbursement program for PS&T employees who attend professional development workshops, seminars, training courses, training that provides continuing education units, examinations that lead to college credits, or courses at colleges that do not participate in the PSTP Voucher program.
Employees are eligible for reimbursement of 100 percent of the costs of eligible courses, up to a maximum of $600 in each fiscal year. Employees working less than half time will be reimbursed at a rate of 50 percent up to a maximum of $300 per fiscal year.
Applications and information about the PSTP and VALT programs are available at your agency’s training or personnel office, a PEF representative, the PEF Education Department at 1-800-342-4306 or the PEF Web site at
