Agency change facing members at NYS School for the Blind

PEF is working to resolve issues facing 44 members at the state School for the Blind in Batavia who were notified August 18 they would no longer be employed by the state Education Department (SED), effective September 1.

These members provide direct-care services in two intensive care facilities (ICFs) housing the most severely impaired students at the school. The affected members are being offered the opportunity to move into jobs at the state Office of Mental Retardation and Developmental Disabilities (OMRDD), which assumed operational responsibility for the ICFs earlier this year.

The move from the SED unclassified civil service positions to classified titles at OMRDD is awkward under state Civil Service Law. 

PEF is asking the state to delay the change to allow more time to resolve issues such as seniority, compensation and union representation.

If the announced change goes through, members who move into the OMRDD job titles would no longer be in the PS&T bargaining unit and represented by PEF.
